My Africa City CURE FOR POVERTY is not about giving the poor charity or welfare that simply alleviates the hardships of poverty. My cure uses the inherited natural resource wealth of Tanzanians, especially the land along the new SGR railway line, as a valuable asset to buy the poor stocks in the world’s most valuable tech companies as well as fractional commercial real estate.
The stocks and real estate acquire capital gains over time, while the rental revenue provides each and every single citizen a Universal Basic Income with no upper limit.
Most importantly, this is passive wealth creation, Tanzanians don’t have to work to earn this wealth. It ensures children, the elderly and the disabled, who are unable to work, are also lifted from poverty, thus enabling 100% POVERTY ERADICATION for citizens.
My cure creates wealth for the poor instead of simply alleviating the hardships of their poverty. This is a very important distinction. Africa’s poor are only poor because their natural resource wealth is either unmanaged or mismanaged.
My solution is to change mentality. Instead of running government like a charity that needs to constantly go out asking for aid, my administration will operate like a wealth management firm that uses the assets of its clients, the citizens, to maximize their wealth.
Tanzanians will be individual shareholders of vertically integrated companies buying and developing our land, mining and refining our minerals, protecting and marketing our wildlife parks; all in an effort to reap maximum rewards from the entire value chain originating from our natural resources.

A Brief Introduction
Aaron Kalikawe has discovered how to achieve SDG No.1: No Poverty!
Poverty is one of the world's most intractable problems. Even developed nations are experiencing increasing rates of poverty. In the United States homelessness rose 18% from 2023 to 2024.
The United Nations' Sustainable Development Goal No.1 is No Poverty by 2030. The UN doesn't give nations a roadmap of how to achieve this goal. You're simply told you need rapid economic growth and the growth gains need to be evenly distributed instead of concentrated among a small portion of the population. Most nations don't know how to achieve these evenly distributed rapid economic growth rates needed to bring poverty rates below 3%. Tanzania still has 45% of its people living below the poverty line, 5 years left till 2030.
However, After years of painstaking research, Aaron Kalikawe finally figured it out and developed the Africa City CURE FOR POVERTY in Tanzania and Africa as a whole. Kalikawe is running for President of the United Republic of Tanzania in October 2025 in order to implement the cure that could later be adopted as a model for the rest of Africa.
My Africa City CURE FOR POVERTY is made-up of 2 strategies:
- The Poverty Eradication Strategy which creates a direct connection between Economic Growth & the growth in the wealth & income of each Tanzanian. Because Economic Growth doesn't automatically reduce poverty.
- The Record Growth Strategy which creates The World's Most Immigrant Friendly City to attract record levels of Foreign Direct Investment. This FDI will be driven by private governments which will own and autonomously govern the districts of this city, a walled linear city built along the SGR railway line called, Africa City.
Tanzania will essentially be a multi-government state with the national government plus multiple private governments run by some of the world's largest technology companies, all working concurrently within their respective jurisdictions to increase Tanzanian's GDP. Africa City's No-Work-Permit Required policy will give businesses and universities UNLIMITED ACCESS to a Global Pool of Talent.
I challenge the world's economists to peer review my strategy and publicly state whether they agree or disagree with my strategy to achieve Sustainable Development Goal No. 1: No Poverty. Furthermore I ask them to publicly state whether they know of a better strategy than the one I have proposed.

The Record Growth Strategy
Agglomeration
The No-Work-Permit Required policy in Africa City will facilitate the development of large technical agglomerations in various industries. Companies will be free to IMPORT & EMPLOY the best talent they can find at the most affordable price from anywhere in the world. No restrictions on the employment of foreigners.
Economies of Scale
In manufacturing, companies need large economies of scale in order to be able to manufacture products locally at a affordable prices for both domestic and global customers. Mpakani SEZ that borders Africa City will be a manufacturing zone, Tanzanian equivalent to China’s Shenzhen.
Private Governments
Africa City will be a Special Administrative Region similar to Hong Kong in China. The districts of Africa City will be owned and governed by some of the world’s largest technology companies. They will usher in an AI-Enhanced Governance Revolution & spearhead Tanzania’s Cyborg Workforce Revolution.
Climate Change
Past economic growth was accompanied by increased pressure on the climate through use of oil, coal and gas. As living standards improve, so do energy needs: the use of electricity, cars, heating of homes and more. The design of Africa City proactively tries to prevent economic growth from harming the environment.
Education
The world’s leading universities are under attack in the United States. That presents an opportunity to reverse Tanzania’s and Africa’s historical brain drain into a brain gain by being the most friendly towards foreign students. Domestic students will get a high quality education financed by Income Share Agreements (ISAs).
The Pan-African Railway
A Pan-African Integrated High Speed Train Network is Flagship Project No. 1 on the African Unions Agenda 2063. African nations trade more with countries outside Africa than among themselves. Africa City will help finance the construction of the railway for its own use and maximize passenger density.

We will sell the land along the SGR railway line in exchange for stocks in the technology companies that buy the land. Those stocks will be evenly distributed to every Tanzanian: Children, working age Adults and the Elderly.
We will then use the tech. stocks as collateral to get bank loans to buy fractional commercial real estate for Tanzanians. This creates a means for Tanzanians to get cash without having to sell their technology stocks.
Tanzania’s Universal Basic Income will be financed by rental revenue that was financed by tech. stocks. The TSh150,000/month or $65/month paid to every citizen is simply a minimum target to achieve SDG No. 1: No Poverty.
