As someone who completed my entire formal education as a foreign student across three countries—Botswana, Zimbabwe, and the United States—I have experienced firsthand the discriminatory barriers that talented international students face. These challenges have shaped my commitment to creating a fundamentally different approach to international education.
Students should not be penalized for circumstances beyond their control, such as their country of birth. Yet today’s global education system perpetuates discrimination based on nationality—a form of prejudice that persists largely because foreign students lack voting rights in their host countries.

They demonstrate remarkable courage and ambition by leaving behind their social safety nets—family, friends, and familiar support systems—to pursue opportunities in new countries. However, because these individuals cannot vote, they face systematic discrimination despite their economic value. My administration will actively court international students who feel unwelcome elsewhere, transforming their rejection into Tanzania’s gain.
Africa City will be the world’s first truly international city where foreign students are welcomed without visa restrictions, allowed to work freely to finance their education, and granted permanent residency based solely on their ability to contribute economically. Within Africa City, all residents—foreign and Tanzanian—will be treated with complete equality.
