Our Comprehensive Anti-Poverty Strategy
Tanzania’s Universal Basic Income represents a revolutionary approach to achieving SDG No. 1: No Poverty. Our program will provide every citizen with a guaranteed monthly payment of TSh 150,000 ($65 USD), financed through innovative revenue streams from technology company stocks and rental income from the proposed Africa City development.
IMPORTANT UPDATE: The World Bank recently announced that the international poverty line has been updated from $2.15 (2017 prices) to $3.00 (2021 prices), resulting in an upward revision of 125 million people in extreme poverty globally in 2022.
According to the UNDP 2023 Multidimensional Poverty Index, 45% of Tanzanians currently live below the income poverty line. With the revised poverty standards, this figure will likely exceed 50%.
Since Tanzania is classified as a lower middle-income country, our poverty calculations should align with the $4.20 poverty line for countries in our category. This represents a doubling of the previous standard, setting our target at $126/month or TSh 330,000/month.
Universal Basic Income with No Upper Limit
The transformative aspect of our UBI program lies in its scalability. Once Africa City begins generating rental revenue from tenants, this income will be distributed equally among all Tanzanian citizens. The TSh 150,000 monthly payment serves as our minimum target—a foundation to lift every Tanzanian above the poverty line.
Key Feature: Unlike traditional welfare programs, our UBI has no upper limit. Everyone receives it, there are no employment related preconditions and there is no income related cut-off point where you are no longer eligible for the UBI. It’s payment from the use of your inherited natural resource wealth. As Africa City expands and rental revenues increase, citizen payments will grow proportionally, creating a pathway to sustained wealth accumulation.
My cure for Tanzania’s poverty is not meant to simply lift Tanzanians above the poverty line but to maximize their wealth without requiring them to do any work. This no-work requirement is very important in order to make sure every single Tanzanian is lifted from poverty. Children, the elderly and the disabled alike.
Implementation Strategy
Phase 1: Africa City Development
Our initial focus centers on Africa City as the primary revenue source for poverty elimination. This strategic approach ensures the government’s current budget remains unaffected while we establish sustainable income streams.
Phase 2: Natural Resource Revenue Distribution
All proceeds from Tanzania’s natural resource wealth must be equally distributed among citizens. Since the government currently relies on these resources for budget financing, we will identify alternative revenue sources before implementing this distribution system.
Phase 3: Mandatory Citizen Benefit Integration
From the beginning of our administration, every new natural resource use or extraction project (from wildlife parks to mines and natural gas fields) must include mechanisms ensuring direct financial benefits for every citizen.
Mainly as payment in citizen stock ownership of the mining company or, for privately held companies, payment in royalties evenly distributed as UBI payments to citizens.
Phase 4: Economic Virtuous Cycle
When Tanzanians receive UBI payments from rental payments in Africa City and natural resource revenue outside Africa City, UBI will be delivered through an Africa City digital gift card, redeemable exclusively at businesses within Africa City. By channeling consumer spending back into the local economy, this system fuels business growth, elevates property values, and boosts stock valuations.
As the city’s economy strengthens, rental revenues rise — generating even greater UBI payouts to all Tanzanians, including the economically disadvantaged. This creates a continuous, self-reinforcing economic cycle of prosperity, inclusion, and sustainable national wealth.
